Terms of Reference: Iraq Project Regional AdvisorBased in the Regional Office in Amman, Jordan, the Iraq Project Regional Advisor  will undertake the following tasks on a full-time basis:

1.         Representation. Represent the Programme as necessary at meetings of partner organizations, seminars and colloquia. Take advantage of appropriate opportunities to enhance the visibility of the Iraq Project among both public and private sector representatives in the region and seek to foster the involvement of those representatives.

2.         Training and Coaching. Leverage his/her extensive regional and subject matter expertise and influential network of contacts to design and deliver training sessions relevant to grant outputs.

3.         Support for meeting organisation. Assist in the organisation of conferences, seminars and training sessions in Amman and other MENA region locations in collaboration with the Deputy Regional Advisor, Programme staff in Paris, UNDP Iraq, local partner organizations, and Iraqi government entities. This will include identifying and ensuring the presence of key Iraqi and host country officials and expert speakers, assisting with the visa applications of Iraqi participants and international experts, facilitating the distribution to Iraqi participants and international experts of per diem payments, and assistance in negotiating accommodation arrangements with hotels (as needed).

4.         Data collection and research. Collect all relevant qualitative and quantitative data relating to investment policy and private sector development in Iraq, and especially investment zones, public-private partnerships, infrastructure finance, and integrity in public procurement. Research and write related papers in collaboration with Programme staff and present them at seminars and training sessions as necessary.

5.         Fundraising. Monitor emerging opportunities for new work streams relating to Iraq, other MENA region countries, and identify corresponding sources of funding. Assist in identifying additional sources of funding for the Iraq Project, including Government of Iraq sources. Assist in drafting and presenting grant proposals as needed.

6.         Administration and financial. Investigate multiple options for the location of the Amman Regional office, obtain quotes for rental and related costs, finalize the arrangements in collaboration with Programme staff, and render the office operational. Oversight of the Amman Regional Office budget in collaboration with the Deputy Regional Advisor and Programme staff. Prepare the work plan for the Amman Regional Office in collaboration with the Deputy Regional Advisor and Programme staff.  

Candidates should have excellent skills in professional networking, training techniques, event organization and logistics, data collection and research, fundraising and proposal writing, and office management. We are seeking an experienced professional with excellent networks in the Iraq donor community and the government of Iraq, familiarity with investment policy issues, and fluency in Arabic and English.
